Proof small cent production at the Philadelphia Mint in 1889 amounted to 3,336 coins. Of this issue Flying Eagle and Indian cent specialist Rick Snow (2014) states: "Gems are very difficult to locate and pieces with cameo contrast are extremely rare." In fact, as of this writing (April 2024) only a single cameo has been designated by both PCGS and NGC.
The example to the left was sold by Stack's Bowers Galleries in the August 2019 Rosemont ANA Auction, where it realized $7,500.
